The leader of the New Republic General Ministry was known as the First Administrator. This individual had the responsibility of establishing the Ministry's procedures and also acted as a conduit for information flowing from the General Ministry to the Chief of Sate or the Minister of State, in addition to the Ruling Council and the New Republic Senate.
During the Black Fleet Crisis, the position of First Administrator was held by Nanaod Engh.
