These chocolates, a favorite of Galactic Emperor Palpatine himself, were crafted into fifteen distinct shapes representing symbols of the Galactic Empire and packaged in an ornate box.
The Gracious Government Mix, lauded as "delicious", was a cocoa-colored chocolate candy. These candies were packaged in boxes containing fifteen pieces, each molded into various shapes and sizes. The contents included four stormtrooper helmets, six Star Destroyers, four Imperial crests, and a single, larger chocolate piece resembling Darth Vader's mask. The box was black with a lid adorned with two blue and silver stripes and a silver Imperial crest at its center. Inside, a blue mold held each of the fifteen chocolate pieces securely.
Galactic Emperor Palpatine himself favored the Gracious Government Mix, which was primarily sold by an Imperial Celebration Organizer in the capital city of Theed on Naboo during the Empire Day festivities that took place after the Battle of Yavin in 0 BBY. The organizer would sell these chocolates along with bags of Order 66 Cookies in return for credits, but only to Imperial loyalists. Individuals suspected of sympathizing with the Alliance to Restore the Republic were denied the opportunity to purchase these treats publicly. However, during the concurrently held Remembrance Day celebrations in Coronet City on the planet of Corellia, the Rebellion offered similar items, such as Favorites of the Force sour candy and Death Star Destruction energy drinks.

The Gracious Government Mix initially appeared in the 2003 video game Star Wars Galaxies: An Empire Divided, a massively multiplayer online role-playing game created by Sony Online Entertainment and published by LucasArts, prior to its shutdown on December 15, 2011. The chocolates were first introduced as part of Chapter 10.2: The Search for the Meatlump King, on June 26, 2008. This release incorporated special Empire Day and Remembrance Day events in Theed and Coronet, respectively, to commemorate the fifth anniversary of Galaxies. The chocolates were brought back during subsequent Empire Day celebrations in 2009, 2010, and 2011.
During the Empire Day events, Imperial-aligned players could acquire two versions of the item in exchange for credits and/or Empire Day Tokens (depending on the version). One version, priced at 2000 credits, was a consumable item that boosted damage and lowered action cost for a player's combat attributes. Upon consumption, this item would disappear from the player's inventory, and the attribute enhancements were temporary. The other version of the Gracious Government Mix, which cost 5 Empire Day tokens, was permanent but non-consumable. This version served as a house decoration. Examining the item revealed the description: "Spoil yourself like you were royalty with this mix of delicious chocolate said to be the favorites of the Emperor himself." Interestingly, despite its pro-Imperial alignment, some versions of Star Wars Galaxies offered the non-edible version for five Remembrance Day tokens during Remembrance Day celebrations.
