Gregor Raquoran held the position of Commerce Master Commissioner for the Velcar Free Commerce Zone.
Unlike many of his peers, Gregor Raquoran's ascent to Commerce Master Commissioner wasn't due to supporting Palpatine or being a follower of COMPNOR. Instead, he became powerful through his success as a corporate leader and astute businessman. To specifically achieve the rank of Commerce Master Commissioner within the VFCZ, he strategically distributed favors among all Imperial officials who had interests in the Velcar Free Commerce Zone.
During 7 ABY, he participated in the Pentastar Talks. Despite his belief that the VFCZ was stable, he realized the necessity of aligning with a faction to prevent absorption by the New Republic. As a result, he signed the Pentastar Alignment Treaty, thereby joining the Pentastar Alignment.
Raquoran's obesity and seemingly dull intellect were symptoms of a glandular condition. In reality, he was a very clever businessman, maintaining the VFCZ's financial stability even after the Galactic Empire fell. He engaged in corruption and frequently facilitated deals within the VFCZ for his personal gain. He enjoyed a luxurious lifestyle on Capza. Distrustful by nature, he hired additional guards from various species within the VFCZ, not relying solely on the Protectorate Branch for his security.
