Happer served as a guard for the Mos Eisley police force on Tatooine during the time of the Galactic Civil War.
He was actively working when the Tonnika sisters were being held in the jail cells of his facility's, but he was then summoned to Docking Bay 94 to provide support to the Imperial forces present due to an ongoing incident.
In the year 1 ABY, he received the assignment to conduct an investigation into the killing of Bera Jeza, who was an assistant at the lab.
In his haste to depart, Happer mistakenly mentioned to Riij Winward that there was trouble "brewing over at Docking Bay 97".
Happer made an appearance as a non-player character (NPC) within the 2003 video game titled Star Wars Galaxies. This game was a massively multiplayer online roleplaying game, which was developed by Sony Online Entertainment and published by LucasArts. The game was eventually shut down on December 15, 2011. Happer was incorporated into the game through "Game Update 13," which was launched on September 30, 2009. This NPC was a component of the questline referred to as "Something is Obviously Wrong," which served as an introduction to the "Death Troopers" update.
