Biography

During the Galactic Civil War, Jander Graffe, a male Moff, served the Galactic Empire. Prior to 0 BBY, Graffe was tasked with governing a sector located in the Outer Rim Territories. In this position, he became known for his ruthless enforcement of the Emperor's will, employing fear and aggression directly. Around 0 BBY, Emperor Palpatine himself reassigned Graffe to the Darpa sector within the Core, a sector that was part of the Ringali Shell. The Emperor was concerned about increasing Rebel sympathies on several planets in the sector, most notably Ralltiir, and believed Graffe was capable of handling any issues that arose. Graffe's immediate response was to order an Imperial invasion and blockade of Ralltiir to eliminate Rebel influence. Lord Tion, the leader of the occupation force, placed the planet under the control of Governor Dennix Graeber, one of Graffe's protégés who had been transferred to Ralltiir at the Moff's request. Graffe and Graeber shared a common desire to oppress the populations under their control and implement strict laws. However, unlike Graffe, who had to consider the overall stability of his sector, Graeber was able to use brute force against the Ralltiiri population. Moff Graffe made his home in the official Moff's residence, Esprix Estate, which was located on Esseles. His new role in a Core World sector required Graffe to temper his methods. He found himself at odds with several local governors due to his approach, but they did not dare to challenge him directly. In 0 ABY, Graffe was heavily involved in replacing the bureaucracy on Esseles that had been established by Senator Gabrial Atanna following the dissolution of the Imperial Senate. Members of the Esselian New Order Party collaborated closely with the offices of Moff Graffe and Governor Griff Takel to organize pro-Imperial demonstrations on Esseles. During his time in office, Graffe attempted to persuade Governor Phadreas Kole of Rhinnal to more fully integrate his world into the Empire, but he achieved little success. Because the Governor's lack of action did not pose a threat to the Empire, he was left undisturbed.

In 1 ABY, Rebel operatives on Esseles caused a shutdown of the Calamar Power Plant in Calamar, resulting in widespread chaos in the city. Moff Graffe immediately instructed Governor Takel to launch an investigation.

During the Galactic Civil War, Emperor Palpatine issued secret directives to his Core World Moffs. These directives instructed the Moffs to incite alien-led "riots" within their sectors as a pretext for imposing new security taxes, thereby increasing revenue. Graffe assembled a gathering of government officials and Imperial loyalists to strategize the execution of these acts on Esseles.

Deena Mipps, a local NewsNet reporter and Alliance spy, discovered the meeting and led a team of Rebel agents to secretly record the proceedings. After successfully circumventing security measures and the Moff's two Chiba DR-10 protocol droids, they captured the discussion regarding the planned harm to alien residents on Esseles. They later broadcast the holovid to publicly humiliate the Moff.

As support for the Rebellion grew, Graffe planned a series of atrocities, intending to attribute them to the Alliance. He reached out to Garthus Hal, a criminal from the Outer Rim whom Graffe had encountered earlier in his career during a remote assignment. Hal's planned attacks included bombing a monorail station and blaming it on an alien power, destroying a concert hall in the name of Alderaan, and assassinating several popular Podracers at the Togatto Speedway. The populace demanded protection, and the Alliance was compelled to dispatch a team to stop the bombers from causing further destruction.

Graffe provided protection to the bombers, making it difficult for the Alliance team to locate them. However, the Alliance team shifted their focus from the bombers to the Moff himself, tracking Graffe to a meeting with Hal in New Calamar. Once the bombers had been located and identified, the Alliance team successfully neutralized the threat.

Personality and traits

Jander Graffe exhibited unwavering loyalty to the Empire and was enthusiastic about enforcing its decrees on the populations he governed. While he enjoyed greater freedom in the Outer Rim, he had to restrain himself and adopt more political tactics to maintain control over the Darpa sector. Graffe was generally regarded as a morally corrupt and sinister individual.
