Following several months of the Iron Blockade, widespread and intense riots broke out across numerous cities located on Mexeluine, as enraged rebels occupied thoroughfares and communal spaces. Due to the surrounding pandemonium, a Rebel operative discovered they were trapped on Mexeluine, unable to escape without assistance.
Learning about the predicament of the operative, the Smuggler sent a number of their subordinates to Mexeluine.
