Norquest, a male of the Human species, held the position of Governor for the Imperial forces on Cilpar, being the final individual to do so. He governed Cilpar and its encompassing territories from his stronghold in Kiida alongside Moff Boren Tascl. Following Emperor Palpatine's demise and the growth of the Alliance of Free Planets, Norquest determined that Cilpar should be surrendered to the Alliance; however, Tascl disagreed. Ultimately, their intended defense was unsuccessful, and both Norquest and Tascl were deposed by the Cilparian resistance, who received assistance from Rogue Squadron and Alliance agents operating within the region.
