This event was triggered when Lioaoin pirates launched an assault on a Garwian merchant station situated above the Garwian Unity planet Stivic, a pivotal trading center for the various nations within the Chaos. Senior Captain Irizi'ar'alani, commanding the Chiss Expansionary Defense Fleet cruiser Parala, received a distress signal from the Garwians. Senior Commander Mitth'raw'nuru implored her to provide assistance to the Garwians, emphasizing that the Lioaoins posed a threat to the Chiss Ascendancy as well. However, Mid Captain Roscu voiced opposition.
The non-intervention policy of the Ascendancy stipulated that Chiss Defense Force personnel were forbidden from initiating attacks. However, it did not prohibit the observation of conflicts between other entities. Consequently, the Parala proceeded to observe the ongoing battle. Senior Captain Ziara granted Thrawn permission to 'calibrate' the ranging lasers, which he then utilized to transmit a message to the Garwians via modulated laserfire, providing them with instructions on how to overcome the Lioaoins.
