The Project Celestial Power complex existed within the B'ankor Refuge area located on the planet of Coruscant. During the initial years of the Imperial Era, this facility was operated by the Galactic Empire as a part of their Project Celestial Power. Publicly, the project was purported to focus on studies of renewable energy sources, but its actual purpose was the development of the Empire's superweapon, known as the Death Star.
This facility was erected on the grounds that previously housed the B'ankor Refuge. Following the forced relocation of the B'ankora, the construction of the complex commenced. The renowned scientist Galen Erso paid a visit to the location while construction was still in progress and was given very favorable treatment during his time there. The entire construction process spanned over ten months. Despite initial objections from some citizens regarding the facility's creation, Imperial media effectively minimized the project's significance, leading to the dissipation of dissenting opinions.
Upon its completion, the facility stood as a towering, multi-level, cubical structure, comparable in scale to the headquarters of Helical HyperCom on Lokori. It featured surveillance towers, air traffic control stations, and a landing area. Starfighters were stationed at the site as a preventative defense. Security was stringent, enforced by the Commission for the Preservation of the New Order along with other high-ranking Imperial organizations. Imperial researchers and materials were constantly transported to and from the facility. Airspeeders were used to move these materials around the complex, delivering them to smaller landing platforms on the roof, where they could be moved throughout the building via the extensive network of turbolifts that ran vertically through the structure.
Galen Erso's office in the complex Internally, the building served multiple purposes, in addition to the turbolifts. The upper floors were primarily utilized for warehousing. The facility also included lower levels and sub-bedrock areas that housed maintenance rooms, power plants, laser installations, research and development centers, laboratories, libraries, and living quarters designed to accommodate a staff of 2,500. Erso was provided with a private office, complete with a separate library, computer room, communications center, and residence for him and his family.
Eventually, a sister facility was built on Malpaz in an attempt to duplicate the successes of the Coruscant complex. However, the researchers at the Malpaz facility struggled to maintain control over their kyber crystal, and an incident resulted in the destruction of the facility, as well as the nearby metropolis.
