Commission for the Preservation of the New Order


The Commission for the Preservation of the New Order, known as COMPNOR, functioned as a governmental entity tasked with furthering the ideals of the Galactic Empire's New Order ideology. Initially, it existed as the Commission for the Protection of the Republic (COMPOR), a movement of populists that supported the Galactic Republic until Sheev Palpatine, the Supreme Chancellor, transitioned into the Galactic Emperor at the conclusion of the Clone Wars in 19 BBY.

During Palpatine's rule, COMPNOR was utilized as a political instrument to distribute state-controlled propaganda throughout the Empire. Furthermore, COMPNOR acted as an overarching organization encompassing various subsidiary groups, such as the Coalition for Progress and the Sub-Adult Group (SAGroup).

After the Emperor's demise during the Battle of Endor in 4 ABY, COMPNOR underwent a restructuring, emerging as the Office of Imperial Promotion, Galactic Truth, and Fact Correction. This reorganization aimed to counteract the burgeoning influence of the New Republic.

The Commission for the Preservation of the New Order (COMPNOR) originated as the Commission for the Protection of the Republic (COMPOR), a movement of loyalists from the era of the Clone Wars.

Establishment

In 19 BBY, when Sheev Palpatine, the then-Supreme Chancellor of the Galactic Republic, declared himself as Emperor of the First Galactic Empire, one of his initial actions involved reorganizing the political system. This led to the transformation of COMPOR from the Republic era into COMPNOR. This freshly established governmental division served as a political instrument for Imperial advisors, who were newly appointed and possessed a knack for influencing public sentiment.

During the initial years of the Galactic Empire, civic pride experienced a surge. COMPNOR leveraged the achievements of the Galactic Republic's propaganda efforts to expedite the extensive military expansion mandated by the Emperor. A range of sub-commissions commenced the process of conceptualizing the quintessential Imperial citizen and their designated role in enhancing the Empire's prestige. Various posters and patriotic strategies were devised to fulfill these objectives.

By 14 BBY, COMPNOR's influence within the Imperial dominion was growing. In that year, Armand Isard assumed the position of director of the agency.

Dissolution

In 5 ABY, several months following the Battle of Endor, the remnants of COMPNOR were reconstituted into the Office of Imperial Promotion, Galactic Truth, and Fact Correction. Ideology

COMPNOR held the distinction of being the largest entity within the Imperial bureaucracy, exerting influence over numerous facets of Imperial existence, including the arts, sciences, youth education, law enforcement, and even operations within the Imperial Military. COMPNOR championed the state-endorsed political religion of the New Order, a collection of ideals deeply embedded within Imperial society, emphasizing order, control, and adherence to the rule of law. COMPNOR fostered civic pride, militarism, and unwavering patriotism toward the Empire. It presented the Galactic Republic as sorrowful, corrupt, and indifferent to the requirements of its citizenry, deficiencies that it asserted the Empire had rectified. Consequently, the Empire symbolized the apex of a millennium of galactic culture and refinement, distilled and shaped into a simpler yet more pristine form.

COMPNOR endorsed state-sponsored xenophobia and humanocentric policies prevalent within the Empire. COMPNOR justified this as a logical outcome of the human prerogative to govern, emphasizing human achievements throughout galactic history while minimizing the contributions of alien species. In the Empire's perspective, aliens were deemed "foreign" and "peculiar," portrayed as treacherous entities prone to deception, deceit, and manipulation to achieve their objectives. Anti-alien xenophobia was so deeply ingrained that even near-human species displayed an inherent distrust of their alien counterparts.

Organization

COMPNOR was overseen by the Select Committee, led by a chairman and a vice chairman. Each organization operating under COMPNOR's umbrella had its own directors, who reported either to other agencies or to branches within the Imperial Military.

As the Imperial Military underwent substantial expansion, the civilian branch of government adhered to the meticulously crafted framework established by COMPNOR. All divisions of the Commission were situated within the COMPNOR arcology, a sprawling structure located in the Federal District of Coruscant, in proximity to the Imperial Palace and the Naval Intelligence headquarters.

Coalition for Progress

A sub-bureau within COMPNOR, tasked with monitoring the Empire's cultural achievements and supervising the operations of its various sub-divisions.

Coalition for Improvements

A sub-bureau of COMPNOR responsible for restructuring existing Republic administrative systems to align with an approved Imperial standard, which included transferring officials to desirable positions and relocating troublesome populations.

Sub-Adult Group

The Sub-Adult Group (SAGroup) was the branch responsible for overseeing and coordinating the education, recreation, and recruitment of Imperial youth, encompassing the development of approved school curricula, sporting activities, and pre-military training.

Imperial Security Bureau

An Imperial internal intelligence-gathering, enforcement, and anti-insurrectionist division responsible for ensuring morale, loyalty, and adherence to the New Order.

It comprised several sub-divisions, including Surveillance, Interrogation, Re-Education, Enforcement, Investigations, Internal Affairs, and Special Operations. It also maintained the secrecy of the Imperial Military Department of Advanced Weapons Research agency.

Comp Force

COMPNOR's military arm, responsible for enforcing their policies throughout the galaxy.
