This division gained recognition in historian Beaumont Kin's book, The Rise and Fall of the Galactic Empire, published in 35 ABY. Kin was also a paramilitary member of the Resistance.

An internal organization within the Coalition for Improvements, known as the Department of Modification and Redesign, was responsible for promoting officials throughout the galaxy based on their dedication to Imperial ideals and their willingness to prioritize these ideals over personal connections. The Coalition for Improvements frequently issued Imperial directives that led to the relocation or forced deportation of diverse populations or species from planets slated for repurposing by the Modification and Redesign department to suit Imperial needs. To support the Coalition's activities and guarantee adherence to Imperial decrees, COMPNOR deployed its military arm, CompForce.

The Coalition for Improvements was an active entity during the Imperial Era, which commenced in 19 BBY following the transition of the Galactic Republic into the inaugural Galactic Empire. Around 14 BBY or later, the Empire encountered a demographic challenge when it seized newly inhabited planets abundant in valuable resources but populated by undesirable inhabitants. Not all civilians dispossessed by Imperial authorities could be accommodated in Imperial labor camps, leading Grand Moff Wilhuff Tarkin to propose their deportation. The Coalition for Improvements orchestrated the deployment of massive transport ships that disembarked civilian refugees on various Outer Rim planets not yet under Imperial control before departing.
Gaining the approval of the Imperial Senate for this measure involved a combination of Imperial promises to resettle all displaced civilians and the reluctance of many senators from the Core Worlds to accommodate additional refugees on their planets shortly after the end of the Clone Wars. Commander Alod Zfal of the Coalition for Improvements responded to Senate Motion #DP6218b by asserting that non-humans should prefer living in segregated communities if they objected to what they perceived as human supremacy. The Coalition for Improvements was mentioned by Beaumont Kin, a historian and Resistance paramilitary member, in several instances in his book The Rise and Fall of the Galactic Empire in 35 ABY. Kin noted that while the division's stated purpose appeared benevolent, its actual operations were malevolent.
The Coalition for Improvements was initially referenced within current Star Wars canon in Dawn of Rebellion, a supplementary roleplaying sourcebook for the Star Wars Roleplaying series, published by Fantasy Flight Games in 2018. The 2024 reference book Star Wars: The Rise and Fall of the Galactic Empire, authored by Dr. Chris Kempshall, identified it as the Coalition of Improvements. The Coalition for Improvements had its origins in the Star Wars Legends continuity, where it was first mentioned in West End Games' 1989 roleplaying sourcebook Imperial Sourcebook by Greg Gorden.
