Project Decoy, a highly classified initiative, was undertaken in 5 ABY. Fandar and Fugo were tasked with this project by the Defense Research and Planetary Assistance Center, with the goal of developing Human replica droids for the use of the Rebel Alliance. Unfortunately for the Rebellion, a complete deployment was not possible due to a shortage of necessary funding. The initial droid produced by the project took the appearance of Leia Organa.
The Alliance intended to create flawless duplicates of Imperial officers, substituting them with the HRDs; nonetheless, they did not possess the required financial resources to finalize their design. Project Decoy was eventually abandoned sometime following the Battle of Endor. Subsequently, Onadax Droid Technologies utilized portions of Project Decoy's research to engineer their updated series of HRDs during the Yuuzhan Vong War.
