Safe world
A safe world referred to a planet or a habitable moon designated as a sanctuary. This term was predominantly employed to describe settlements created by the Alliance to Restore the Republic during the Galactic Civil War.
History
Generally, Alliance safe worlds were secluded planets that were discovered by scouts working on behalf of Alliance Support Services. Following discovery, Alliance teams would survey the planet to identify any latent dangers, and establish settlements equipped with fundamental provisions and agricultural tools. Certain isolated worlds that were settled before the war, such as Sanctuary, also served as safe havens for the Rebellion. These planets typically housed only small, primitive settlements, as larger populations utilizing advanced technology frequently were more difficult to conceal from the Galactic Empire. The populations of most safe worlds ranged from two to forty thousand, with subsistence agriculture as the primary economic activity. Many of these settlements struggled with limited food resources and resorted to sophisticated Anomid technology (like growth stimulators and preservation units) to maximize their potential. Some of these worlds prospered enough to export textiles, food, and even minerals and fuel to the Alliance; however, the more prosperous a safe world became, the greater the likelihood of its discovery and conquest by the Empire.
Rebel safe worlds were inhabited by Alliance supporters who were either unable or unwilling to actively participate in the Alliance. This included wounded and retired members of the Alliance Military, political objectors, devoted pacifists, exiled anti-Imperial politicians, and the families of Alliance officials and soldiers. Knowing that their families were on a safe world bolstered the morale of Rebel soldiers and starship crewmembers, who were reassured that their families had some degree of protection from Imperial retaliation. Consequently, the locations of safe worlds were among the Rebellion's most closely guarded secrets.
Small groups of Imperial prisoners of war were also present on Rebel safe worlds. These prisoners were confined to a separate continent from the rest of the population. These penal colonies received supplies and farming equipment and were occasionally visited by medical teams in heavily armed vessels but were otherwise left to their own devices. The likelihood of these prisoners escaping was minimal, as they were situated thousands of kilometers from Rebel settlements and lacked weapons, ground transportation, or long-range communication capabilities.
Other planets hosted significant Alliance military installations and had planetary governments that openly backed the Rebellion. Although civilian supporters of the Alliance lived freely on Mon Calamari, and the Alliance established long-term military bases on Yavin 4, Hoth, and Arbra, such worlds were generally not categorized as safe worlds, likely because they were too conspicuous as targets for the Empire.
