The governing power on Haruun Kal, known as the Representative Council, operated from its base in the city of Pelek Baw (which essentially defined the scope of its authority). This body consisted solely of Balawai individuals and dedicated itself entirely to advancing Balawai aims. A significant portion of its financial resources originated from external backers involved in the thyssel bark commerce.
The native Korunnai people were largely oppressed by the Council. As the Clone Wars began, the Judicial Department had initiated an inquiry into the Council's misconduct. Consequently, the Council decided through a vote to align itself with the Confederacy of Independent Systems.
The Council's governmental structure encompassed a Customs office, a Ministry of Justice, and a civil militia.
