Sheel was a female Tarasin member of the Wyrd witch coven who utilized the Force. She lived during the Clone Wars era. Around 20 BBY, Sheel was dispatched to meet with the Confederacy of Independent Systems concerning a scheme to discredit the Jedi Order. To conduct these negotiations, she boarded a Confederate corvette. However, during an attack by the Galactic Republic in the Ando system, the warship sustained critical damage. Sheel then attempted to escape the crippled corvette by commandeering the starship belonging to a group of freelance agents. Nevertheless, the operatives thwarted her attempt, and she failed to escape.
During the Clone Wars period, Sheel, a Force-sensitive female Tarasin, lived and served as a member of the Wyrd. This coven of Tarasin dark side Force witches was active on the planet of Cularin, and Sheel eventually rose to become a powerful adept within the Wyrd. Approximately 21 BBY, Sheel was among a group of Wyrd members who established themselves at an enclave on the slopes of Cloud Mountain, a dormant volcano on Cularin, under the leadership of Xinishia, a lieutenant of the Wyrd. She was one of several witches who utilized the Hand artifact, an ancient dark side relic that could enhance the strength of its users by consuming the life forces of victims placed within it. While operating the Hand artifact, Sheel encountered the heroes of Cularin, a group of freelance agents who had come to Cloud Mountain to rescue the Wookiee Chywarra from the Wyrd's captivity.
Around 20 BBY, Sheel journeyed to the Ando system in the Lambda sector to represent the Wyrd at a diplomatic meeting held aboard a Confederate CR90 corvette. The meeting involved Gura Tran, a Thaereian military envoy, and representatives from the Confederacy of Independent Systems government. Sheel collaborated closely with Tran during the meeting. Unbeknownst to most, Tran was secretly a spy for the Believers Sith cult, with whom the Wyrd maintained close ties. During the summit, Sheel and Tran championed a plan to discredit the Jedi Order, a prominent group of Force users, and the self-government political movement that opposed the Thaereian military's presence in the Cularin system. Their plan involved falsely implicating both groups in dealings with the Confederacy. While the captain of the Confederate corvette was aware of the purpose of Sheel and Tran's visit to the vessel, the Wyrd witch and Believer spy remained discreet. Others among the crew, including the ship's second-in-command, Lieutenant Rame Cartroll, had little knowledge of their passengers' identities or the reasons for their presence.
Before Sheel and Tran could finalize their negotiations with the Confederacy, the corvette came under bombardment from a task force of the Galactic Republic, a government that opposed the Confederacy. The majority of the vessel's occupants were killed, leaving Sheel among the few survivors. Subsequently, the attacking Republic forces dispatched the heroes of Cularin to search the stricken warship for survivors and to gather intelligence. Sheel resolved to escape the corvette and planned to reach a Confederacy of Independent Systems base located on a nearby planetoid, from which she could return to Cularin. Lacking the necessary skills to pilot a starship independently, she attempted to capture one of the heroes of Cularin, aiming to force the freelance operatives to fly her to safety in their vessel. However, the agents defeated her, preventing her escape from the crippled corvette.
Sheel was a staunch advocate for the Wyrd's ideology, harboring a strong aversion to non-Tarasin offworlders on Cularin and the Jedi. She was dedicated to assisting the witches in achieving dominance within the Cularin system and considered the Believers suitable allies for the Wyrd, given their shared animosity towards the Jedi and the Believers' devotion to the dark side. She further believed that the Wyrd could eliminate the Believers once the witches no longer required their assistance. Sheel also held the view that supporting the Thaereian military would benefit the Wyrd, predicting that the Thaereians would bring war and instability to the Cularin system, creating conditions conducive to the Wyrd's rise to power. After finding herself stranded on the damaged Confederate corvette in the Ando system, Sheel became determined to escape the ship and return to the Cularin system, resolving to make her death meaningful if she could not escape the vessel.
As a Tarasin, Sheel possessed a frill around her neck and had the ability to alter the color of her skin. During her assignment to the Ando system, she was armed with a blaster pistol and a spear, and she also carried a dark side talisman.
Sheel's innate abilities as a Tarasin, combined with her capacity for changing her skin color, made her skilled at hiding and moving silently. She was also proficient in using the Force to sense things, to move at speed, to heal herself, to grip things and to influence the minds of others. In addition, Sheel could wield the power See Force and use the Force to dissipate energy and strike her enemies with lightning.
Ronald A. Heintz created Sheel, and she first appeared in Decision: Almas, a 2004 roleplaying adventure set within Star Wars Legends continuity. This adventure served as the initial installment in the Decisions trilogy of the Living Force roleplaying campaign. In the adventure, players assume the roles of the freelance agents who encounter Sheel aboard the damaged Confederate corvette. If any of the player characters are Tarasin, Rame Cartroll may inform the freelance agents that an envoy of the same species, namely Sheel, had visited the wrecked starship. Depending on the Star Wars Roleplaying Game experience tiers of the players (lower or middle), Sheel is portrayed as a novice Wyrd acolyte during her encounter with them. Conversely, if the players are in the higher or upper tiers, she is depicted as an experienced Wyrd adept. Players in the higher and upper tiers who also participated in the 2003 Living Force module From the Trees may recognize her as one of the Wyrd members operating the Hand artifact at Cloud Mountain, whom the player characters encounter during the events of that adventure. However, this recognition is not possible for players of Decision: Almas in the lower or middle tiers who encounter Sheel as an acolyte, as all of the Wyrd members featured in From the Trees were experienced Wyrd adepts, not mere novices.
In Decision: Almas, Sheel's encounter with the heroes of Cularin can unfold in various ways. She may either hide on the starship on which the player characters traveled to the corvette, awaiting their return, or attempt to directly capture one of the freelance agents to force them to pilot the vessel for her. If the player characters' ship is not directly connected to the damaged Confederate corvette, Sheel may steal an EVA suit and breath mask to gain access to the freelance agents' vessel. When Sheel engages the freelance agents in combat, she persists in her attack until she is either killed or rendered unconscious. If captured by the player characters, Sheel is imprisoned by the Republic task force that assaulted the Confederate warship and held in isolation until she is transferred into the custody of the Jedi.
Alternatively, if the players of Decision: Almas lack the time for a separate combat encounter with Sheel, she may not attempt to coerce the freelance agents into flying her to safety. Instead, she may ambush the player characters alongside Gura Tran and the droid Solenoid in a separate effort aboard the stricken corvette to steal the freelance agents' ship. The Force powers that Sheel can utilize vary depending on the experience tier of the player characters. She can only use the Force to sense things if the players are in the middle, higher, or upper roleplaying tiers, and she can only use the Force to heal herself and dissipate energy if the players are in the higher or upper tiers. Furthermore, she can only use the Force to move at speed if the players are in the upper tier.
