The Treaty of Raquish was an agreement ratified by the Galactic Republic sometime between the years of 39 BBY and 23 BBY. This agreement placed limitations on the utilization of military forces by the group of planets known as the Andoan Free Colonies. As the Clone Wars unfolded, and tensions rose between the Free Colonies and the planet Ando, the anti-Republic news and propaganda outlet CIS Shadowfeed broadcasted reports alleging that the Free Colonies were employing mercenaries against the people of Ando. This action was presented as a clear breach of the treaty's stipulations.
The agreement known as the Treaty of Raquish took its name from the Raquish system, located in the Mid Rim's region. It placed constraints on the deployment of military forces by the fifteen planets that were settled by the Aqualish species and collectively referred to as the Andoan Free Colonies.
The Galactic Republic signed the Treaty of Raquish as part of their broader strategy to demilitarize Ando, the Aqualish homeworld, along with the surrounding space. The treaty was enacted after the Battle of Raquish, a military engagement in 39 BBY that brought an end to the Andoan Wars between the Spiverelda, a collection of Aqualish-inhabited worlds under Ando's sphere of influence, and the Andoan Free Colonies.
Later, in 23 BBY, Ando made the decision to secede from the Republic, which in turn contributed to a resurgence of tensions between the planet and the Free Colonies. During the Clone Wars, a broadcast of the CIS Shadowfeed news and propaganda program, specifically the 14:4:12 release from the Republic's adversary, the Confederacy of Independent Systems, claimed that mercenary vessels, allegedly contracted by the Free Colonies, had "harassed" the Aqualish population of Ando. The report further asserted that this action constituted a direct violation of the Treaty of Raquish.
The Treaty of Raquish received a mention in "CIS Shadowfeed Dispatch 14:4:12 Edition," an article penned by Pablo Hidalgo that was presented as an in-universe news report. It was featured in the sixty-seventh issue of Star Wars Insider magazine, which was released on March 28, 2003.
