A race of beings with blue skin and diminutive legs, classified as humanoid and belonging to a distinct species, possessed heads shaped like cones; a prominent example was the celebrated Podracer pilot named Toy Dampner. Individuals of this species sometimes had red hair. Their physical characteristics included short legs combined with elongated, slender arms. Dampner, a popular figure on the moon called Oovo IV, showcased his kind to the wider galaxy.

These sentient beings, a species characterized by blue skin, were distinguished by their cone-shaped heads, which sat upon narrow necks connected to lean bodies. Complementing these features, their short legs terminated in feet with four digits. In contrast, their arms were long and thin, ending in hands with three digits.
These beings were capable of growing red hair on the top of their heads. Furthermore, they could cultivate facial hair, potentially developing into a substantial mustache and beard, with the mustache positioned beneath a prominent nose. Above the nose were a pair of small, white eyes.
Members of this species possessed the ability to communicate in Huttese.
Somewhere within the galaxy, this blue-skinned species evolved. By the year 32 BBY, they had integrated into the wider galactic society.
Toy Dampner, a Podracer pilot and a public figure belonging to this species, was well-liked by Podracing enthusiasts on the moon Oovo IV. During the closing decades of the Galactic Republic, Dampner gained recognition as a favorite of the crowds at the Oovo IV Executioner racecourse.
Although not an inmate of the Oovo IV prison that the racecourse traversed, Dampner raced to entertain his incarcerated friends. He also garnered popularity at a racecourse on the planet Baroonda.

This species was initially envisioned for the 1999 movie Star Wars: Episode I The Phantom Menace, specifically for the character Toy Dampner in the early script. The ultimate design of the alien was influenced by artwork created in 1996 by conceptual artists Terryl Whitlatch and Iain McCaig. McCaig referred to the species as "Jug-Head" Podracer. While the species did not make it into the film, it was later developed for the tie-in video game Star Wars Episode I: Racer.
The game's design drew inspiration from both Whitlatch's and McCaig's artwork, resulting in a character with blue skin and red hair. Whitlatch's artwork depicted the species as entirely red and covered in short fur, while McCaig's design presented a clothed character with blue skin and blue hair.
