This track, situated on the moon Oovo IV, weaved through the prison complex of Desolation Alley and featured anti-gravity tunnels filled with loose ore. He was also the favorite for a race course located on the planet Baroonda.

During the era of 32 BBY, Toy Dampner distinguished himself as a skilled Podracer pilot. He commanded a highly modified black and white Turca 910 Special Podracer, celebrated for its exceptional velocity and grip.
Dampner excelled on the notorious Executioner course, a challenging circuit within the Desolation Alley prison on the desolate moon of Oovo IV. This course included zero-gravity tunnels containing scattered rock fragments and ore, a feature implemented by prison warden Fenn Booda. As the track's leading contender, Dampner possessed the fastest single-lap and three-lap times, clocking in at 01:31.540 minutes and 04:42.310 minutes, respectively.
Unlike fellow Oovo IV racer Fud Sang, Dampner was not an inmate but raced on the prison courses to entertain his incarcerated acquaintances. Furthermore, Dampner was a top contender on a drag course situated on the planet of Baroonda, a world covered in jungle. He engaged in one-on-one competitions on this particular track.

Despite his serious demeanor when racing, he was willing to race on Oovo IV for the entertainment of his imprisoned friends. Dampner often mocked his rivals' Podracers, calling them "cropdusters". He frequently hurled insults during races when overtaking or being overtaken.
Dampner was a tall being with long arms and comparatively short legs. He also had slanted white eyes. His red hair was styled in a ponytail, and he sported a large, tapered beard and mustache. His neck was adorned with off-white fur. Dampner was fluent in Huttese.

Toy Dampner favored the Turca 910 Special Podracer, also known as the Turca Special, which was extensively modified for the courses on Oovo IV. The 910 Special was celebrated for its exceptional traction, which enabled it to perform well on slippery terrain. In addition, the Podracer featured a powerful accelerator that allowed Dampner to quickly reach top speed, although the Turca's top speed was relatively low. The vehicle's handling was also notably poor. However, Dampner's Podracer was equipped with an onboard engine repair system, enabling him to repair his machine while racing on more treacherous courses.
The 910 Special was also recognized for its potent thrusters, which could propel Dampner beyond the vehicle's normal top speed. While 910 Special Podracers were known for their inadequate cooling systems, which caused them to overheat rapidly, Dampner invested in the best coolant pump available to address this issue. Dampner's 910 Special was white with black stripes, mirroring the design of his personal flag. During races, Dampner wore only pants, shoulder pads, and a bandolier.

Toy Dampner's character was initially conceived for the 1999 film Star Wars: Episode I The Phantom Menace. During the film's pre-production phase in 1996, two conceptual designs were created for the character. One, by artist Terryl Whitlatch, depicted Dampner covered in short, red fur. The other, by Iain McCaig, portrayed him as entirely blue. The character was featured in the film's revised rough draft, which indicated that he originated from the planet New Cov.
Dampner's Podracer made it as far as appearing in an animatic for the film's Podracing sequence, but both the character and his pod were ultimately cut from the final version. The scenes intended for Dampner's pod were reassigned to Clegg Holdfast.
Despite his absence from the film, McCaig's design for Dampner, with some modifications, was incorporated into the 1999 video game Star Wars Episode I: Racer. Dave Fennoy provided Dampner's voice in the game. Furthermore, Dampner's backstory and details about his Podracer were expanded in the game's two accompanying strategy guides.
