As a reward for the strenuous labor of the inmates at Desolation Alley in the ore mines of Oovo IV, Booda would occasionally provide entertainment in the form of Podraces. These races would take place throughout the prison grounds and across the rocky surface of the moon. Furthermore, Booda offered inmate Fud Sang a chance to participate in a race, promising a potential release if Sang achieved a satisfactory performance. Booda furnished Sang with a worn-out Podracer, which the small alien utilized to its fullest potential on Oovo IV's three distinct courses: Vengeance, Executioner, and The Gauntlet.
Booda himself acted as the host for all three Podracing events on Oovo IV. However, the inmates often greeted him with boos during the opening ceremonies. To make the races more appealing to the inmates, Booda, along with the other prison wardens, filled the anti-gravity tunnels that formed parts of the courses with ore fragments. This created hazards for the Podracer pilots. Booda remained the warden of Desolation Alley as the Clone Wars began in 22 BBY. During this time, Desolation Alley held the notorious Jedi killer Aurra Sing as a prisoner. She attempted to barter information with Booda in exchange for her freedom.

By the year 32 BBY, Fenn Booda was the chief warden at the Desolation Alley prison, a penal colony and work camp situated on the moon Oovo IV. This facility was associated with the Galactic Republic's Correctional Authority division. The prisoners were compelled to engage in mining for ore beneath the lunar surface. To maintain the prisoners' morale, Booda would reward their efforts by organizing occasional Podraces. The prison featured three Podracing tracks: Vengeance, Executioner, and The Gauntlet. Each of these courses began in a circular arena and proceeded through various anti-gravity tunnels, cell blocks, and power stations. The Gauntlet was unique in that it also traversed the barren surface of the moon.
To enhance the excitement of the races, Booda and the other wardens would fill the anti-gravity tunnels with ore and rock debris, creating dangerous obstacles for the Podracer pilots. On the Vengeance course, one particular tunnel was devoid of ore but instead housed an exogorth, a massive space slug. Booda personally oversaw every race held on Oovo IV, with the Troig race commentator Fodesinbeed Annodue introducing him to the audience. However, each time Booda stepped onto the stage to commence the races, the prison inmates would consistently boo him off. By 32 BBY, all three of Oovo IV's racing circuits had become part of professional Podracing leagues.
Booda collaborated with the diminutive and loquacious Fud Sang, an inmate serving multiple consecutive life sentences, to give the inmates a competitor to support and ensure a guaranteed winner for the races. Despite Sang's limited skills as a pilot, Booda presented him with an antiquated Bokaan Race Engineering BRE Block6 Tri-Ram Podracer and promised to consider his release if he performed adequately. Sang eventually became the crowd favorite on the Vengeance course and also participated in races on the other Oovo IV tracks. He even had the opportunity to race off-world on the planet Ando Prime, where he became the popular choice on a local race course.

Booda remained in his position as warden throughout 22 BBY, during which he continued to receive Republic prisoners as the galaxy-wide Clone Wars intensified. Following a criminal investigation on the planet Devaron, the well-known bounty hunter and Jedi killer Aurra Sing was apprehended by the Republic's Jedi Order after being defeated in combat by the Jedi Aayla Secura. While Sing's accomplice, Vien'sai'Malloc, was turned over to Devaronian authorities, Sing was sent to Desolation Alley.
Upon arrival at the prison, Sing requested a meeting with Booda. After introducing himself to the bounty hunter, Booda listened as Sing offered information about other bounty hunters who were being contracted to kill Jedi in exchange for her release. Booda considered the offer but indicated that Sing would remain incarcerated at Desolation Alley for the foreseeable future. Ultimately, Sing was released after serving only a few months at Desolation Alley, as her offer was accepted and she shared the information she possessed.

Fenn Booda possessed a dual nature, exhibiting both benevolence and malevolence. While he would entertain his inmates with Podraces to maintain their happiness and compliance, Booda also derived pleasure from watching hapless Podracers crash in the ore-filled anti-gravity tunnels, believing that such incidents made the races more exciting. Additionally, Booda hosted The Gauntlet, the only course that took place outdoors, during an annual meteor shower.
Despite his generally strict demeanor, Booda could also be accommodating, as demonstrated by his decision to give Fud Sang an opportunity to become a Podracing star and by offering medical aid to Aurra Sing. He even contemplated granting both prisoners their freedom, and in Sing's case, he did so in exchange for information about Jedi hunters. Despite providing his inmates with a break from their labor to watch Podraces, Booda remained deeply disliked by them, and they routinely voiced their disapproval during the races. The Podrace commentator Fode Annodue was aware of this dynamic and would often satirize the relationship between Booda and the inmates when introducing the warden at Podraces.
Booda was a male member of a tall, gaunt species with white-colored skin around his face and black skin on his arms. The alien's eyes were white in 32 BBY, but by ten years later, they had turned yellow and glowed red. Booda's slender arms each ended in three delicate digits. He carried a staff and wore an elaborate headpiece consisting of a red cap and a white shawl, which he paired with flowing robes of various colors.
Fenn Booda was a character created for the 1999 video game Star Wars Episode I: Racer. While the game was released for PC, Nintendo 64, and Sega Dreamcast, Booda only appeared in pre-rendered cutscenes in the PC version and was absent from the console versions.
Throughout Booda's appearances in Star Wars Legends media, the coloration of his arms is depicted inconsistently. In Episode I Racer, Booda's arms are both black, which this article considers to be the accurate coloration. However, in Episode I Racer's Prima strategy guide, an illustration of Booda shows him with white arms, although a screenshot of the black-armed Booda from the game is also included in the book. Finally, in the 2003 comic book Jedi: Aayla Secura, Booda's arms are colored orange.
