As a representative of the Sith Emperor, the Emperor's strength and awareness resided within their physical form, enabling the issuance of the Sith Empire's leader's directives to those who served him. Upon the Human's passing, as was the case with all previous Voices, the Emperor's essence vacated their body, departing to inhabit a new vessel.
