Vhell Kursoc, affiliated with the Blood Raptors faction operating on Genarius, held aspirations to supplant Scar Blenner should Scar falter.

Behind the scenes

The character Vhell Kursoc existed merely as a re-skinned version of Scar Blenner. This was implemented for a subsequent point in The Price of Business, as a contingency if the player characters had eliminated Scar during their initial confrontation.
