Yoffar was a Gotal of the male variety. He made his living by selling jogan fruit on the planet of Lothal during the initial years that the Galactic Empire was in power. There was an instance where he came close to being taken into custody for treason by Imperial Commandant Cumberlayne Aresko alongside Taskmaster Myles Grint. This occurred because he voiced criticisms of the Empire while they were interrogating him about his business. Ezra Bridger, a local street kid, came to the Gotal's rescue by diverting the Imperials' attention with a fabricated emergency transmission.
Yoffar, a male Gotal, worked as a street merchant on Lothal when the Galactic Empire was in power. Around the year 3272 on the Lothal Year system, he was an older individual who subsisted by selling jogan fruits that were a day old within Capital City of Lothal. He would sometimes interact with Ezra Bridger, a local street urchin, who would occasionally steal from him. On one occasion, Yoffar falsely accused the boy of stealing a jogan, even though he had not. While he was selling his goods, Imperial Commandant Cumberlayne Aresko and Taskmaster Myles Grint approached Yoffar. They requested to see his identification and questioned him regarding the fact that his business was not registered with the Empire. This check was actually a demonstration planned to show the Empire's ability to quickly address problems. When Yoffar spoke negatively about the Empire, the two prepared to arrest him for treason, and quickly called for a pair of stormtroopers.

Before the Imperials could take Yoffar away, they received an emergency call on their comlinks that summoned them to the main square, and they left the street merchant alone. The Gotal noticed that Bridger was the one sending the emergency Imperial broadcast on a communicator he had taken from Aresko. He thanked Bridger for saving him from arrest. He offered the boy a jogan, which Bridger accepted before grabbing a few more fruits and leaving.
Yoffar had white fur, gray skin, and eyes that were orange. He was generally grumpy and often mistook Ezra Bridger for other street orphans, which made the boy dislike him. When Aresko and Grint approached him, Yoffar was initially defiant, but he quickly became scared when stormtroopers arrived to arrest him. He was grateful to Bridger for saving him, but he still complained when the urchin took more fruit than he was offered.
Yoffar's character was developed for the 2014 television movie Star Wars Rebels: Spark of Rebellion, which served as the premiere for the Star Wars Rebels television series.
