Intelligence community was a term used to describe the combined intelligence apparatus of the Galactic Alliance government. It included the Galactic Alliance Intelligence Service, the Galactic Alliance Fleet Intelligence, briefly the Galactic Alliance Guard, and Galactic Alliance Security.
Galactic Alliance Intelligence officers and agents, as well as their organizations, could be called "members" of the intelligence community.
