Syliure-31 rings were manufactured by TransGalMeg Industries Inc., a subcontractor of Kuat Drive Yards for the Galactic Republic during the time of the Clone Wars. They were equipped with twin reactors and ion accelerator pods to propel Jedi Delta-7 and Delta-7B Aethersprite-class light interceptors to hyperspace, as these vehicles didn't have the size or power output necessary to carry their own hyperdrive. Scores of the rings were stationed in orbit above Republic-controlled planets such as Coruscant to serve incoming and outgoing Jedi; these were regularly maintained by maintenance droids specially designed to operate on zero gravity.

Syliure rings carried shields which enveloped both craft to protect against collisions with interstellar gas and dark particles as well as stasis fields which regulated the passage of time inside the field ensuring that the pilot aged at the same pace as he would if he was in realspace. A specialized docking port on the underside of the ring acted as a link to the ship's navigation computer and astromech droid and allowed the droid or the pilot to input their desired hyperspace coordinates to the ring's computer.
