Imperial Governor Barshnis Choard, a male Human with broad shoulders, black hair, and a notable temper, held dominion over the Shelsha sector as its Imperial Governor in 0.5 ABY. Crayg was his son.
Choard became entangled in a scheme aiming to declare the Shelsha sector's complete independence. The precise orchestration of this plan remains unclear, primarily because of Choard's changing loyalties, the actions of Vilim Disra, and Caaldra, a BloodScar pirate associate, and especially Disra's manipulative influence over the entire endeavor; nevertheless, Choard participated willingly. His actions were exposed due to Disra's betrayal of the plot for political gain, along with investigations conducted by Emperor's Hand Mara Jade and the Hand of Judgment, which included Choard's own nephew, Saberan Marcross.
Initially, Jade decreed the governor's execution, but a delay instigated by Marcross, during which Choard almost escaped, coupled with the confusion caused by Caaldra, led to a revised judgment: Choard would face a public trial for his treason against the Galactic Empire.
Choard possessed significant ambition, fueled by the hope of acquiring substantial power through his plot to seize control of the Shelsha sector. He readily employed unscrupulous methods in his pursuit of power, a trait easily observed. While easily provoked by setbacks, he also proved susceptible to manipulation by those who understood how to exploit his weaknesses, as Disra discovered.
Despite being designated as a governor, his leadership over an entire sector suggests a role more akin to that of a Moff. However, comparisons between these ranks are made when referencing Choard, and this seeming discrepancy might be an intentional statement of rank, even if it appears to contradict established continuity. It remains plausible, however, that one could hold the position of Sector Governor without the title of Moff, particularly given that he governed a somewhat insignificant sector.
