Billey, a well-known male Human smuggler, was a significant figure. While his background remained a mystery, it was generally believed that he hailed from Corellia.
Billey operated a sizable enterprise and gained notoriety within the smuggling community for his remarkable longevity, remaining an active smuggler for more than 60 years. In the period leading up to the Clone Wars, Billey assisted a Jedi team in disrupting the illicit salt trade to Cona, which resulted in the Arconans bestowing upon him the title of "honorary legend." During the Galactic Civil War, Billey was apprehended while smuggling spice and subsequently incarcerated in the Goshyn Detention Center. Suffering serious injuries, Billey declined cybernetic enhancements, opting instead for a repulsorchair for mobility. By the time of the Bacta War, Billey had substantial control over the bacta supply on the Coruscant black market, though his subordinates—Dravis, Ellor, Par'tah, and Brasck—managed the daily functions and client interactions of his organization. Later on, Billey's organization became a component of Talon Karrde's Smugglers' Alliance.
