Daultay Dofine, a male Neimoidian, established himself as a starship captain within the Trade Federation. This organization was among the most affluent corporate entities operating in the galaxy.
In the year 32 BBY, a sinister Dark Lord of the Sith, Darth Sidious, secretly collaborated with the Trade Federation. Dofine became one of Sidious's primary Neimoidian accomplices, alongside Viceroy Nute Gunray and Settlement Officer Rune Haako. Sidious orchestrated a blockade and invasion of the peaceful planet Naboo by the Federation, ostensibly as a protest against increased taxation imposed by the Senate. Dofine was in command of the Saak'ak, a Lucrehulk-class LH-3210 cargo freighter serving as the Federation's flagship. He oversaw a week-long blockade, causing shortages and hardship for the planet.
The Galactic Republic, a democratic alliance, dispatched ambassadors to the Saak'ak to address what appeared to be a trade dispute that had escalated. However, the ambassadors were revealed to be Jedi Master Qui-Gon Jinn and his Padawan Obi-Wan Kenobi, causing Dofine to become alarmed. He expressed his doubts about Darth Sidious's plan, stating that the presence of the Jedi would lead to its failure. Although Sidious reprimanded him indirectly for speaking out of turn and instructed the Viceroy to keep him out of sight, Dofine remained in command of the blockade forces for the duration of the operation.
Following the completion of the blockade, the Neimoidians prepared to execute the next stage of Sidious's plan: the invasion and occupation of Naboo. Dofine transferred from the Saak'ak to the Droid Control Ship Vuutun Palaa, which housed vast numbers of B1 battle droids. He ordered the activation of the ship's droids, deploying a mechanical army onto Naboo's surface. Dofine ultimately perished when Anakin Skywalker destroyed the Vuutun Palaa.

George Lucas, the director, created the Daultay Dofine character for the 1999 film Star Wars: Episode I The Phantom Menace. Alan Ruscoe portrayed him in the film, while Chris Sanders provided the voice. In an early draft of the script, Dofine was depicted as overweight and short, but the character was made thin, like other Neimoidians, by the time the film was produced.
