Hartell was a female holding the major rank within the Galactic Empire's Imperial Security Bureau. Following a meeting where the select committee of Imperial High Command awarded Lothal an agreement to increase the size of its naval installations, the planet's Governor, Arihnda Pryce, expressed her gratitude to Senator Domus Renking for his assistance outside the meeting chamber. Soon after this, Hartell entered the building where the committee met and placed Renking under arrest for bribing Governor Sanz of Kintoni.
Hartell, a female, served as an officer in the Imperial Security Bureau during the Galactic Empire's reign. With the rank of major, Hartell's mission was to arrest Senator Domus Renking on Coruscant, based on the Security Bureau's suspicions of Renking's involvement in bribery.
As Arihnda Pryce, the Governor of Lothal, was escorting Senator Renking out of the Imperial High Command select committee's meeting room, Major Hartell entered the structure. The two had recently collaborated to expand Lothal's Imperial naval capabilities, and were congratulating one another as they headed for the exit. As they did so, Hartell moved towards them, and the agent's well-known white ISB uniform caught Governor Pryce's eye, though the budding Imperial official went on talking with her political adversary.
Upon arriving at Senator Renking, Hartell requested verification of his identity, which Renking provided with caution upon noticing the notorious white ISB uniform. The Security Bureau operative then identified herself and asked the senator to accompany her. Senator Renking, his face darkening, inquired about her intentions as bystanders began to gather, intrigued by the unfolding drama. Although Hartell questioned whether her target truly desired such a discussion in public, the agitated senator, raising his voice, challenged the major's questions and demanded to know the alleged charge against him, as well as the identity of the accuser.
In response, Major Hartell swiftly stated that the Bureau itself was pressing a bribery charge against Domus Renking. The member of the Imperial Senate expressed surprise, but the ISB agent continued, recounting Senator Renking's secret dealings and bribe with Governor Sanz of Kintoni. The concerned senator, taken aback, insisted that the situation was based on falsehoods, suspecting that Sanz had betrayed him to the ISB, but Hartell calmly interrupted, revealing that the ISB had learned of the plot from another source, and that Governor Sanz was already in custody for questioning.
Upon hearing Hartell's revelation, Senator Renking came to the conclusion that Arihnda Pryce was responsible for his predicament. Pryce, however, denied her involvement and pointed to Major Hartell, informing Renking that his bribery of Governor Sanz had been recorded. Renking, shocked by Pryce's treachery, gave his former colleague one last look as Hartell dismissed her and led the senator out of the building. As the ISB agent and Renking departed, the crowd that had gathered dispersed and resumed their activities.
Hartell's attire included a white ISB tunic.
