Governor was a title of political importance, designating high-level leaders presiding over various political areas, such as entire planets, individual moons, and vast galactic sectors.

During the latter part of the Republic Era, a human named Tok held the position of governor within the Galactic Republic. However, Tok's true allegiance was to Count Dooku, for whom he secretly operated as an agent with the goal of undermining the Republic's stability. In his official role as governor, Tok's apparent mission was to foster peace between the actively warring Nautolan and Anselmi factions. In reality, Dooku had instructed Tok to ensure the continuation of the conflict, thereby weakening the Republic. Sio Bibble served as the governor for the planet Naboo as the Republic neared its end.
Within the structure of the Galactic Empire, governors wielded significant regional authority under the Imperial system, often seizing control of entire star systems to exploit their resources. Sector governors were more commonly referred to as Moffs. An Imperial governor's attire could range from a standard Imperial uniform, as exemplified by Arihnda Pryce, to a white outfit, such as the one worn by Ubrik Adelhard. Imperial governors also displayed rank insignia plaques featuring a pattern of six blue squares positioned above three red and three yellow squares. Wilhuff Tarkin governed the Outer Rim Territories under his higher title of Grand Moff. Even beyond his formal authority over the Rim, he was still commonly addressed as "Governor" as a sign of respect.
