Following the Battle of Endor and the obliteration of the second Death Star, a fragmented group from within the ranks of the Galactic Empire made its home within the Velcar sector.
In the year 4 ABY, the Galactic Empire was handed a crushing defeat above Endor by the Rebel Alliance, an event that culminated in the destruction of the second Death Star and the demise of both Emperor Sheev Palpatine and his enforcer, Darth Vader. This led to the scattering of the Imperial fleet and, due to the death of the Emperor, a significant power vacuum emerged. As the Empire struggled to find a new leader, various breakaway factions and remnant groups began to separate themselves from the main authority based on Coruscant. During this period, Governor Ecressys, an Imperial official stationed in the Velcar sector, aimed to solidify his personal power, leading him to establish his dominance in the region.
Ecressys sealed off his territory to prevent news of the war from reaching the public. Much like Governor Ubrik Adelhard of the Anoat sector had, Ecressys deceived his people by telling them that reports of the Emperor's death were merely rebel propaganda.
The Galactic Empire capitulated to the New Republic, and the two sides signed the Galactic Concordance. This agreement stipulated that the remaining Imperial Navy forces were to be relocated to areas specified by the treaty within the Core Worlds, Colonies, and Inner Rim. By the time the New Republic forces arrived in the Velcar sector to announce their victory, the sector was without a governor, as Ecressys had absconded to the Western Reaches with the wealth of hundreds of worlds, having plundered the treasuries of the worlds under his control.
