Hoxie was a Gungan belonging to the Ankura species, and identified as male. He held the position of boss in the city of Otoh Raban on the planet of Naboo, specifically around 3000 BBY. During the War between the Gungan tribes, Hoxie's kidnapping was orchestrated by the warlord Boss Rogoe to destabilize Otoh Raban's war effort by removing its leader. Gallo, a Gungan boss who sought to unite the tribes against Rogoe, learned of Hoxie's abduction from a villager residing in Otoh Raban. To secure the city's loyalty, Gallo liberated Hoxie from Rogoe's stronghold, leading Otoh Raban to increase its troop contributions to Gallo's Grand Army.
Hoxie, a Gungan of the Ankura variety and of male sex, functioned as the Boss governing the city of Otoh Raban located on the planet Naboo around 3000 BBY. Concurrent with this time, inter-tribal war among the Gungans led to Hoxie's kidnapping and subsequent imprisonment in a prison camp by the warlord Rogoe, who aimed to prolong the conflict. Consequently, Otoh Raban was left without leadership for a period, compelling its inhabitants to continue training soldiers for defense against rival tribes.
However, Gallo, another Boss endeavoring to unify the Gungans against Rogoe, received information about Hoxie's abduction from a villager residing in Otoh Raban, and pledged to rescue him. After Marsune, his ally, shared rumors concerning the prison camp holding Hoxie, Gallo commanded his small army into the stronghold in an attempt to free Hoxie. Upon being found, Hoxie thanked Gallo for saving him, and promised that Otoh Raban would join his cause if he was rescued. Gallo's forces decimated the prison camp, liberating Hoxie, and then escorted him back to Otoh Raban. Upon his return to the city, Hoxie swore allegiance to Gallo and contributed four repeater militiagungs, Gungans equipped with repeating boomas, to Gallo's army.
As the boss of Otoh Raban, Hoxie's kidnapping prompted his city to persist in fighting other Gungan tribes until his liberation. Deeply grateful for Gallo's rescue, Hoxie demonstrated his appreciation by committing to Gallo's mission to defeat Boss Rogoe. Hoxie was also characterized as a green-skinned Ankura Gungan. Furthermore, "Hoxie" served as a Gungan surname of archaic origin, with a literal translation of "laughing king," potentially alluding to a court jester.
The leader of Otoh Raban was initially referenced in Star Wars: Galactic Battlegrounds: Prima's Official Strategy Guide by Steven L. Kent, published on November 7, 2001. Hoxie then made an appearance and was identified in the LucasArts video game Star Wars: Galactic Battlegrounds, which was released on November 11, 2001. Hoxie is featured in the second level of the Gungan campaign, titled "The Gungan who would be Boss," where the player must rescue him to advance. The visual representation of Hoxie in the game is identical to that of other Gungan bosses, and the voice actor for his character was not credited.
