A view of Otoh Sancture not long before Rogoe brought about its downfall.
Around 3000 BBY on Naboo, the War of the Gungan tribes unfolded as a major armed struggle. The various Gungan tribes were perpetually engaged in warfare with each other.
The precise beginnings of this conflict remain shrouded in mystery. However, it is widely speculated that Boss Rogoe either initiated the war or, at the very least, capitalized on the existing tensions and permitted the conflict to escalate. His motive was to secure the authority to enslave the weaker tribes.
Although Boss Gallo was considered among the most powerful leaders, he initially chose to remain neutral. Other Gungans were anxious about which side he might support if he chose to enter the fray, as his decision would ultimately determine the war's outcome.
One fateful day, the Boss ventured out to gather animals for the Sacred Feast in his village, Otoh Sancture. Shortly after his departure, a pack of semi-feral bursas completely destroyed Otoh Sancture, leaving Gallo as the sole survivor of his obliterated village.
As he wandered aimlessly, he encountered the daring rogue Marsune, who provided him with Glurrg laborers to rebuild Otoh Sancture. In return, Gallo offered five of his nerfs. While scouting for a suitable location, Gallo stumbled upon a group of Gungans collaborating with the bursas. He discovered that the Gungan warlord, Boss Rogoe, had dispatched the bursas to eliminate Gallo, even though he had not yet officially joined the war. This revelation prompted Boss Gallo to reconsider his stance and commit to the fight.

Gallo dispatched Rogoe's Militiagungs with a message for their leader, declaring Gallo's intention to retaliate. Subsequently, he and his workers constructed a modest settlement and promptly began recruiting an army to expel the bursas from the remnants of Otoh Sancture. Following the defeat of the bursas, Marsune appeared before Gallo and pledged his support against Rogoe, whom he had always disliked.
Gallo, accompanied by Marsune and his small contingent of soldiers, traveled to each of the prominent Gungan cities to forge alliances. Gallo learned that each city faced its own unique challenges and resolved to assist them in order to defeat Rogoe. Boss Tenko of Otoh Jahai had misplaced his staff and suspected that the nearby town of Otoh Langua had stolen it. Boss Hantic of Otoh Langua denied the theft but admitted that his city was grappling with financial difficulties due to constant warfare and would continue raiding to replenish its treasury. Boss Gallo located Otoh Jahai's scepter in the wilderness and raided one of Rogoe's camps, recovering the stolen currency from the other Gungans.
With Gallo's assistance, Tenko and Hantic dispatched reinforcements to support him. Together, the two leaders rescued the town of Otoh Urs from a bursa clan and liberated Boss Hoxie of Otoh Raban from Rogoe's prison camp.
Having united the major cities, Gallo launched an invasion of Rogoe's heavily fortified stronghold, Spearhead, utilizing bongos acquired from the Bongomeken Collective. Rogoe met his demise when Gallo's forces destroyed his underwater High Tower Board Room.
In the aftermath of the conflict, the Gungan tribes were unified, and Gallo established Otoh Gunga on the site of Spearhead. Furthermore, the war signaled the inception of the Gungan Grand Army.
Thereafter, Gungan children frequently engaged in games of "Marsune and Gallo," reenacting the adventures of the two leaders in the swamps and forests of Naboo.
