The edict's issuance was a direct consequence of the Life Day Revelers' actions on Vaiken Spacedock. This decree mandated that all members of the Imperial forces were to abstain from participation in any of the holiday-themed, joyous events suggested by the Revelers, activities deemed inappropriate for the Empire. Furthermore, it imposed a prohibition and cautionary notice regarding various holiday-related objects, such as Sleigh I (due to the suspicion that its jingle bells signaled the presence of explosives within the packages), Life Day Holo-Trees, and Cyan Spheres (the majority of the description for the latter being heavily censored).
The edict's designation, GR-1NC4, alludes to the Grinch, a figure renowned for his aversion to Christmas, the inspiration for Life Day.
