Jimas Veltraa, a figure of significance in the Republic Navy, held the rank of admiral during the initial period of the Mandalorian Wars. By the year 3964 BBY, Veltraa had been given command of his personal flagship, the Reliance, and was stationed along the Jebble-Vanquo-Tarnith line, with the responsibility of defending the Outer Rim planet of Taris from Mandalorian raiders. In that year, the Mandalorians successfully breached the line in their advance towards Taris, causing its collapse. Veltraa then reorganized the surviving elements of the Republic fleets into a makeshift defense force for the planet. Despite his and his forces' tenacious resistance, the Reliance met its end, and Veltraa met his death during the Mandalorian siege. His bravery was recognized with honors on Coruscant, the Republic's capital, and later, a Republic warship was named in his honor.

Although the large scale conflicts with the Sith were over by 3964 BBY, the Galactic Republic, and the Navy that Veltraa served in, were confronted with a new adversary when the Mandalorian warrior clans initiated a crusade directed at the Republic situated on the Outer Rim. As the Mandalorian threat grew towards resource worlds located near the ecumenopolis of Taris, the Navy established a defensive boundary known as the Jebble-Vanquo-Tarnith line. By this time, Veltraa was in charge of his own flagship, the Reliance. The line eventually broke, and the Mandalorians advanced towards Taris after a feint attack on the planet Vanquo. Veltraa, along with Admiral Noma Sommos, had to make a choice between defending the frontier or the home front, and they responded by combining the remaining Outer Rim fleets into a provisional force to protect Taris. Despite Veltraa's resistance against the invaders, the Reliance was destroyed in the Mandalorian attack on Taris, resulting in the loss of all crew members, including the admiral.
A memorial was held for Veltraa on Coruscant, the capital of the Republic, recognizing his bravery, with Supreme Chancellor Tol Cressa giving a speech that credited Veltraa with delaying the Mandalorian siege. While there was discussion about renaming a new class of warship, which had recently been approved for construction on Corellia, after Veltraa, the Chancellor decided to keep the original name, the Interdictor-class, which Veltraa had suggested. Following Veltraa's passing, Admiral Saul Karath, who had recently been promoted and was unable to attend the Coruscant ceremony, sent a message in honor of the late admiral and dedicated his upcoming campaign against the invaders to Veltraa's memory. These occurrences were detailed in an edition of The Admiral's List, the Republic Navy's official publication, which was dedicated to Veltraa's memory. Furthermore, a Republic Hammerhead-class cruiser was named in honor of the late admiral—the Veltraa was ready for service by the next year, becoming the first command of Captain Dallan Morvis.
Following his demise, Veltraa gained a reputation for his courage and valor in combat, along with his skill in organizing and leading diverse forces during critical times. Veltraa was also known to have a cynical view of irregular military units, once saying "you'd rather rent than own."
The first mention of Admiral Veltraa was in Knights of the Old Republic 8, a comic created by John Jackson Miller and published on September 20, 2006. His first name, Jimas, was revealed in The Admiral's List: Jimas Veltraa Memorial Edition, an in-universe news report that appeared on the final page of Knights of the Old Republic 13, which was released on January 31, 2007.
