Bisad Koong, who served as the governor of the Tawntoom sector of Roon during the initial period of the Galactic Empire, made use of a lightstation as his operational headquarters in orbit.
Evidently, Baobab believed that the existing lightstations provided a suitable approach for delineating the newly re-established trade route, and he simply increased their numbers to create a more straightforward navigational aid. Prior to the development of the Baobab Merchant Fleet lightstation infrastructure, those traversing the region were required to closely track the rainbow comet, a celestial body that only entered the Roon system via the Cloak of the Sith on an annual basis.
While the majority of lightstations operated independently, one specific station, the Umboo lightstation (bearing the name of Roon's Umboo sector), was staffed by an elderly Human individual known as Noop Yeldarb, who had been responsible for the station's upkeep since its original construction.
