This occurred during the tenure of Supreme Chancellor Finis Valorum in the era of the Galactic Republic. Betuine originated the idea and design for the Millennial Celebration Invitation, which was then finalized by Dashira Dobeq as preparations were made for the millennial anniversary of the Galactic Republic. Because Valorum was constantly changing his mind about what he wanted the invitation to look like, the design went through 250 different versions. Eventually, Senator Sheev Palpatine was given the responsibility of overseeing the design process. The invitation was ultimately never sent out, as the Republic underwent a reformed transformation into the Galactic Empire before the anniversary could be reached.
