The criminal syndicate known as the Neo-Cobral, often shortened to Cobral, operated on Rori throughout the Galactic Civil War.
This organization originated from former associates of the Cobral, a group of smugglers and black market dealers that was initially established by the Cobral family. This family had previously seized control of the planetary government of Frego, situated in the Core Worlds, during the concluding decades of the Old Republic. The Cobrals' dominion over Frego ended when Solan Cobral, a member of the Cobral family, murdered his brother Rutin to secure his position as the family's leader. Following the imprisonment of the Cobral leadership, certain members relocated to Rori, a moon of Naboo, establishing their operational headquarters there. Their primary goal was to achieve dominance over the moon. Besides their criminal activities, the Cobral persistently sought to liberate their former leaders from prison.
Around the time of the Battle of Yavin, the Neo-Cobrals had established their base of operations in a bunker in close proximity to the city of Restuss and were under the command of an individual referred to as the Cobral Overlord. The Neo-Cobrals were actively engaged in conflict with the Restuss Brigade.
In the year 1 ABY, a common citizen residing in Narmle intended to enlist adventurers to launch an assault on the Cobral Hideout and eliminate the Cobral Overlord. During the same year, Lieutenant Orden Tarc from the Royal Naboo Security Forces assigned a spacer the task of interrogating Neo-Cobral members at a small base located near Narmle. This interrogation aimed to gather information about the Aqualish criminal Ponda Baba, although they possessed limited knowledge about him.
