Narmle, one of the two settlements established on Rori, which orbits Naboo as its moon, held the distinction of being the first. This location was named in honor of Naboo's King Narmlé and served as the capital city for Rori.
The Narmle Swamp in Rori's southwest region was where Narmle was situated. The Narmle Bog, a vast expanse, bordered the city along its southern and eastern sides. The construction of the city was done by Naboo architects, who employed a classical Naboo style in their designs.
The inhabitants of Narmle were known for their welcoming nature, extending kindness to strangers and providing hospitality to all who visited. Tourists were often directed to the famous "Talking Bantha," a large and hairy bantha that was said to offer profound insights through its speech. Despite scholars dismissing the Talking Bantha as a mere fabrication, the talkative creature continued to draw curious individuals from across the galaxy.

Although the Monarch of Naboo technically had authority over Narmle, the city was largely self-governed by a group of elected officials. The Governor of Rori, responsible for governing the moon's entire population, maintained a residence and offices in Narmle and participated in the Naboo Royal Advisory Council. Narmle also had its own militia.
Each year, Narmle hosted the Narmle Memorial Rally, an event that attracted many thrill-seekers from all over the galaxy.
Around 2032 BBY, during the colonization of Rori, Narmle was the initial settlement to be established on the moon. King Narmlé of Naboo founded the city, planning its construction during the Rori colonization efforts. The location was selected due to the belief that the Narmle Bog would offer protection against potentially dangerous native species, while the northern and western lands promised abundant natural resources. However, life in Narmle proved more challenging than the Naboo colonists had anticipated, and the city never achieved its intended role as an agricultural center.
Narmle might have declined if not for the outbreak of a severe Brainworm Rot Plague approximately two hundred years prior to the Battle of Naboo. The residents of Narmle were tasked with constructing a second settlement, Restuss, to isolate infected colonists traveling to Naboo. The influx of credits and labor helped Narmle grow into a small, prosperous city. Medical research conducted in Narmle eventually led to a cure for the plague, and Republic officials rewarded the city's efforts by funding the construction of an Arts and Education Center. While the city remained smaller than other capital cities like Theed or Coronet, it was significantly more developed than its early days as a simple supply outpost for farmers.
Narmle maintained a friendly rivalry with its sister city, Restuss. As the only cities on Rori, Narmle and Restuss frequently competed for funding, visitors, and settlers from Naboo. Narmle's inhabitants often displayed a sense of superiority, based on the fact that they were the ones who built Restuss. This rivalry occasionally became intense but rarely resulted in violence.
During the Galactic Civil War, Narmle, like Rori, remained largely unnoticed by most of the galaxy. By the time of the Battle of Yavin, Governor Ferrox ruled the moon, representing Queen Kylantha of Naboo.
