Talbot, who held the rank of captain within the Galactic Republic Navy, served in 21 BBY amidst the Clone Wars. He was the commanding officer of the Acclamator-class assault ship known as the Arrestor. This vessel answered the distress signal sent by clone commando team Delta Squad's while they were investigating the Republic Navy assault ship Prosecutor in the Chaykin Cluster; the team had run into forces of the Confederacy of Independent Systems on the vessel and therefore requested assistance. Talbot's ship arrived in the star cluster soon after the signal was received, and he assisted the clone commandos in eliminating a Lucrehulk-class Droid Control Ship from the Trade Federation that had assaulted the Prosecutor. Furthermore, they aided in the extraction of Delta Squad from the ship.
The character of Talbot was featured, though only his voice was heard, in the 2005 Star Wars: Republic Commando video game developed by LucasArts. Tom Kane provided the voice for the character.
