Thurm Loogg, a Caarite of the male persuasion, took on the role of envoy for the Metatheran Cartel in the Cularin system, succeeding Velin Wir. He held the position of leader of the Cartel's offices located on Cularin and also supervised their mining endeavors on Tilnes. However, his role was more akin to a spokesperson and facilitator rather than a genuine executive decision-maker. The Cartel often neglected to inform Loogg of their complete strategies, leaving him frequently uncertain about his designated responsibilities. Loogg's foremost priority revolved around his personal well-being and financial enrichment. Consequently, the actions he undertook on behalf of the Cartel typically served to advance his own avarice, and he was willing to act immorally to satisfy his desires.
One of the initial tasks assigned to Loogg upon his arrival in Cularin involved an attempt to renegotiate the reestablishment of Cartel offices on the surface of Cularin. This endeavor was undertaken following the actions of Velin Wir, which had effectively shattered any semblance of trust that the Cartel might have previously possessed. Barnab Chistor, the Governor of Gadrin, called for a vote on the matter. However, after the vote resulted in a tie, Chistor ultimately rejected Loogg's request. Subsequently, Loogg presented the XP-38, a warship, as a supposed gift to the people of Cularin. While he portrayed this as a gesture of goodwill, it was likely a calculated maneuver to regain favor and pave the way for the Cartel's return.
During the Festival of 31 BBY, an event in which Loogg participated, the Metatheran Cartel disrupted the annual address delivered by Miim Te'Suub, a manager at SoroSuub Corporation, by superimposing the Cartel's logo over the proceedings. This action incensed Te'Suub, leading to a heated exchange between her and Loogg. The intensity of the debate necessitated the intervention of diplomats and Jedi consuls to mediate the situation.
Thurm Loogg possessed the obsequious tone and expansive smile characteristic of Caarites. He appeared oblivious to the fact that his excessively solicitous demeanor only served to diminish the trust that the residents of Cularin had in him. He consistently favored attire consisting of blue robes adorned with red trim. Dealing with him proved to be a frustrating experience, as he exhibited a tendency to disregard information that did not align with his preferences and often dismissed individuals mid-sentence. His unwavering insistence on having things done exclusively according to his own dictates made him difficult to work with.
At Gen Con Game Fair 2001, August Hahn took on the role of portraying Loogg.
