Zaffa served as a counselor for the Hetzalian government, specifically for Minister [Zeffren Ecka], who oversaw the Outer Rim Territories' Hetzal system. Zaffa was a Devaronian female. In the year 232 BBY, this Devaronian official was stationed on Hetzal Prime, the star system's capital. She informed Ecka about the dangers posed by hyperspace anomalies to Hetzal's infrastructure. Following this report, and with some reluctance, she issued an evacuation order that encompassed the entire system, acting under command of the minister.
Charles Soule included Zaffa in his novel, Light of the Jedi. This novel was released in 2021 and marked the beginning of Phase I of the Star Wars: The High Republic multimedia initiative.
