The Zakuulan government served as the governing body for the planet Zakuul, situated in Wild Space. This administration was established following the conclusion of the Order of Zildrog campaign. Its genesis was prompted by the loss of the Eternal Fleet and the Gravestone by the Eternal Alliance, coupled with the Zakuulan populace's disinclination to remain affiliated with the Eternal Alliance. Zakuul is designated as a planetary body.
In the wake of its formation, the Zakuulan administration took steps to return Felix Iresso, a former Republic soldier, to the Eternal Alliance. Iresso had been captured and subjected to torture on a remote planet controlled by the Eternal Empire in an attempt to extract a Sith holocron that was implanted within his mind. During this transfer, the Alliance representatives noted that the Zakuulan liaison exhibited evasive behavior when questioned about the delay in Iresso's release.

Following the Eternal Alliance's mission to Nathema in 3628 BBY, Axion, the newly installed Consul of the Zakuulan government, reached out to the Alliance Commander. The Consul voiced his condemnation of Vinn Atrius' actions on Nathema, assuring the Commander that these actions did not reflect the stance of the Zakuulan government. However, he acknowledged that many Zakuulans shared the same feelings of desperation and animosity towards the Alliance as Atrius. Citing this widespread discontent, he informed the Commander that Zakuul would be severing its ties with the Eternal Alliance to become an independent nation. The Consul also suggested that Zakuul would likely relinquish its claims to colonies established under the Eternal Empire, opting instead to pursue new alliances. He assured the Commander that he would continue to be regarded as a respected guest on Zakuul and expressed his desire to maintain a trade relationship with the Alliance.
Later in that same year, according to Lana Beniko's report in Alliance Intelligence Summary 495-22, Zakuul's attempts to forge diplomatic relationships with the Core Worlds were unsuccessful. Their only trading partner was a group of corporations. Beniko personally suspected that these corporations were fronts for the criminal organization known as the Exchange, although agents from Alliance Intelligence were still in the process of confirming this suspicion.
