A city council functioned within Lonisa City, located on the planet Valo in the Outer Rim. During the era of the High Republic, this council commissioned the construction of an emergency storm bunker in Lonisa City, decorating this refuge with a mosaic artfully representing the natural beauty of Valo. Jedi Master Kunpar Vasivola devised a specialized emergency exit mechanism for this bunker, requiring the activation of multiple switches in a specific order. The city council then proceeded to implement this system.
In the year 229 BBY, the crew known as the Scarlet Skulls embarked on a mission to rescue Vasivola from the structure. By this time, the Nihil marauders occupying Valo had transformed the bunker into an underground prison. As they were being pursued by the Nihil, the Jedi Master informed his Padawan, Ram Jomaram, about the emergency exit the council had installed, warning that any error in activating the sequence would cause it to reset. However, Tep Tep, a Jedi youngling who was with them, expressed the opinion that the system was not ideal. Vasivola, taking offense, pointed out that he had designed the system, and that it had received approval from other Masters at the Valo Temple before the city council put it in place.
The city council's existence was revealed in Escape from Valo, a young adult novel from 2024 co-authored by Daniel José Older and Alyssa Wong as a component of Phase III of the Star Wars: The High Republic multi-platform project.
