Graad, who questioned Fett's leadership abilities as Mand'alor, challenged Fett's decision to declare Mandalore neutral in the war, while still allowing individuals to engage in mercenary activities. Graad argued that such a decision could lead to division and Mandalorian-against-Mandalorian conflict, which would hinder the restoration of Mandalore following the damage incurred during the war with the Yuuzhan Vong over a decade prior.
Despite Baltan Carid's opposition to his criticisms, Graad's arguments influenced the Mand'alor. Fett, at Graad's urging, decided to summon two million Mandalorians from across the galaxy to Mandalore to replenish the population that had been decimated by the Yuuzhan Vong's attack and to repair the ongoing damage. Graad held a critical view of Boba Fett's position as Mand'alor, doubting that the bounty hunter was the ideal choice for the role at that particular juncture. Moreover, he was a strong supporter of kadikla, a nationalist Mandalorian movement spearheaded by Venku Skirata, also known as Kad'ika. This movement emphasized the importance of establishing the Mandalore sector as a robust and secure power base, granting Mandalorians the autonomy to choose their battles rather than relying on external mercenary contracts for their livelihood.
