Harro Kelpura, a male Jedi Master of the Anx species, dedicated his service to the Jedi Order and the Galactic Republic as a scholar stationed on Coruscant. During the period of the Clone Wars, Kelpura was actively engaged in the investigation of an alien escape pod, discovered some years prior in the vicinity of Wild Space. In the year 22 BBY, Kelpura, accompanied by Nuru Kungurama, the former occupant of the pod, responded to a security breach at his research laboratory. However, their freighter was involved in a crash during the investigation, resulting in Kelpura losing consciousness. Subsequently, he was transported to the medical facility within the Jedi Temple.
As a Jedi Master, Harro Kelpura, hailing from the Galactic Republic, was an Anx scholar with a deep enthusiasm for his scholarly pursuits within the Jedi Archives situated on the planet of Coruscant. Throughout the Clone Wars, a conflict between the Republic and the Confederacy of Independent Systems, Kelpura received the assignment to delve into the mysteries of an unusual alien escape pod that had been found approximately eleven years earlier near Wild Space. Nuru Kungurama, a Jedi, had been discovered inside the aforementioned pod.

As a safety measure, Kelpura relocated the pod to a research laboratory situated in Coruscant's Dacho District, a location separate from the Jedi Temple. Some time after this relocation, the fallen Jedi Master Count Dooku leveraged Kelpura's assertion that he had successfully deciphered data pertaining to the alien civilization responsible for creating the pod, to sway Kungrama's Master, Ring-Sol Ambase, into joining forces with him.
In 22 BBY, Kungurama, by then the leader of the clone trooper unit known as Breakout Squad, returned to Coruscant following a series of missions. Kelpura convened with the squad at the Senate Building, alongside Supreme Chancellor Palpatine, and, at the suggestion of Master Kit Fisto, departed with the group aboard Kungurama's freighter with the destination being the Jedi Temple.
During their journey, Kelpura received an alert indicating a break-in at his lab in the Dacho District, prompting a change of course for the group's freighter. Upon their arrival, they observed that a Corona-class transport, previously used by Kungurama's missing Master, had arrived before them. Subsequently, Kungurama's freighter crashed after colliding with a dropship belonging to a bounty hunter aiding the missing Ambase.
The crash resulted in Kelpura's unconsciousness, while Kungurama proceeded to confront his Master. Following the resolution of the confrontation, both Kelpura and Ambase were admitted to the Jedi Temple's medical center. Several days later, Kungurama paid a visit to both Jedi Masters, finding them in improved health.
Master Kelpura showed great enthusiasm for his research and was excited to share his discoveries with Nuru Kungurama, the original occupant of the escape pod. Upon being notified of the laboratory break-in, he insisted that Breakout Squad alter their course to investigate. He was known for his deep, rumbling voice.
Harro Kelpura makes an appearance in Ryder Windham's young-readers novel from 2012, Guardians of the Chiss Key, which is the fourth book in the Star Wars: The Clone Wars: Secret Missions series.
