These offices were utilized by the Galactic Empire's Imperial Intelligence and Imperial Security Bureau. Within the Imperial Office of Security, a part of this facility, the RA-7 protocol droid 4D6-J-A7 functioned as an administrative assistant. While stationed there, the droid frequently encountered confidential data.
During the Battle of Scarif in 1 BBY, Grand Moff Wilhuff Tarkin ordered the Death Star superweapon to obliterate the entire tower, including all offices. This action was taken to prevent the Rebel Alliance from acquiring the Death Star plans stored in the Citadel Tower's vault.
The initial mention of the Imperial Intelligence and Security Bureau offices appeared in the 2016 publication Star Wars: Rogue One: The Ultimate Visual Guide. Pablo Hidalgo wrote the book, and Dorling Kindersley published it.
