Kinlo was a wanted criminal sought by the Galactic Empire. Yahenna Laxo of the Gray Syndicate provided refuge to Kinlo, who was one of numerous individuals concealed due to minor offenses. Although Laxo envisioned the Gray Syndicate as something more significant, it was merely a small criminal entity on the Outer Rim planet of Lothal. He accepted credits to shelter these people, but he would betray them without hesitation if they could no longer afford to pay.
When the Empire launched an intense suppression of questionable actions on Lothal, Laxo's enterprises were severely impacted, with one of his warehouses and a pair of his gambling establishments being destroyed. Fearing that the Empire might discover his other illicit activities, he made the decision to dispatch Rosey from his syndicate, accompanied by Apapaba, Durchine, Holshef, and Marhas, to Kinlo's location that evening in order to relocate them. Before this occurred, he instructed Merei Spanjaf, another member of the syndicate, to inform them to be prepared and have their belongings packed.
Kinlo receives a brief mention in Servants of the Empire: Imperial Justice, the third book in Jason Fry's Servants of the Empire series. The book specifies that, aside from Holshef, the crimes committed by those Laxo concealed were generally gambling debts or other problems they brought upon themselves.
