During the Imperial Era, the Oseon system was under the administration of Lob Doluff, who held the position of Administrator Senior. Despite his immense wealth, Doluff's motivation for joining civil service stemmed from a genuine desire to improve the lives of ordinary citizens within his home system, renowned as one of the galaxy's most affluent. A fervent enthusiast of sabacc and an addict of lesai, Doluff's vulnerabilities were exploited by Rokur Gepta—a Sorcerer of Tund disguised as the affluent industrialist Bohhuah Mutdah. Gepta leveraged Doluff's vices to manipulate him into ensnaring Lando Calrissian, a gambler and smuggler harboring a personal vendetta against Gepta. However, Doluff developed a fondness and respect for Calrissian, leading him to attempt assisting the offworlder during his confrontation with Gepta.

Biography

Hailing from the prosperous Oseon system, Lob Doluff's privileged upbringing did not deter him from pursuing a career in politics, driven by a sincere commitment to serving the less fortunate inhabitants of the region. By 3 BBY, Doluff had risen to the rank of Administrator Senior within the system, nestled in the Centrality, residing in a lavish estate situated on the wealthy asteroid Oseon 6845. As Administrator Senior, Doluff's responsibilities encompassed maintaining Oseon's modest social welfare programs and preserving order, while also catering to the demands of the system's elite. Despite his competence in the role, Doluff encountered a personal and professional crisis in 3 BBY when Bohhuah Mutdah, one of the galaxy's wealthiest individuals and a resident of Oseon 5792, entangled Doluff in a plot to trap an offworld smuggler named Lando Calrissian, against whom Mutdah seemed to hold a personal grudge. A Human male, Doluff was in a tough spot.

Mutdah exerted considerable pressure on Doluff to aid in Calrissian's capture, threatening his family, business interests, and, ultimately, exposing his addiction to the illicit substance lesai. Eventually, Doluff relented, enticing Calrissian to Oseon with an invitation to a high-stakes sabacc game. Several days into Calrissian's visit, he was attacked in his ship's hangar by a member of a Renatasian militant group, resulting in the man's death in self-defense with a stingbeam. Given Oseon's strict laws against possessing such personal weapons—an offense punishable by death—Calrissian was promptly imprisoned. This turn of events proved fortuitous for Doluff, placing Gepta's target in his custody and expediting his opportunity to deliver him into Mutdah's clutches.

Rather than simply executing Calrissian, Doluff offered him a chance to clear his name by implicating Mutdah in a drug sting on Oseon 5792, a mission fraught with peril due to the ongoing Flamewind. However, uneasy with the prospect of sending Calrissian to his demise, Doluff, in an effort to provide him with a fighting chance, dispatched backup: police officer Bassi Vobah and Imperial narcotics officer Waywa Fybot, instructing them to arrest Gepta and bring him to justice. Doluff remained on Oseon 6845, fervently hoping for Calrissian's success while attempting to quell his anxieties with lesai. As it turned out, "Mutdah" was not Mutdah at all, but Rokur Gepta, a Sorcerer of Tund, who had murdered and impersonated the real Mutdah to avenge a past grievance with Calrissian. Despite Fybot's allegiance to Gepta, unbeknownst to Doluff, Calrissian managed to escape with his life.

Lob Doluff, a portly man with a charming and amiable demeanor, possessed a deep-seated sense of civic responsibility that propelled him into politics, where he often struggled to reconcile his mandate to serve the society's ultra-rich with his genuine desire to uplift the masses. His personal wealth proved advantageous, affording him a degree of autonomy uncommon for civil servants, enabling him to occasionally defy his social superiors. Doluff derived satisfaction from his work but faced a profound crisis of conscience when ensnared in Rokur Gepta's schemes. Having grown fond of and respectful towards Lando Calrissian during their sabacc games, the prospect of sending him to his death weighed heavily on the Administrator Senior. Ultimately, Doluff took the initiative to turn the tables and offer Calrissian a chance at survival.

Doluff suffered from color blindness, diminishing his appreciation for Oseon's renowned Flamewind, an annual spectacle of radiation that illuminated the skies with vibrant colors and served as a major tourist attraction. A passionate sabacc player and gracious loser, Doluff frequently lost to gamblers like Calrissian, who perceived him as an overly cautious player ill-suited for serious gambling. He also harbored an interest in flowering plants, cultivating a variety of them at his estate on Oseon 6845. Doluff cleverly concealed his addiction to lesai, an illegal narcotic derived from mold found on the backs of a lizard species native to Zebitrope IV that allowed users to forgo sleep—Doluff kept several such lizards in a terrarium in his office. Doluff used lesai to alleviate feelings of anxiety and guilt, but contrary to popular belief, the drug did not suppress his emotions.
