The criminal syndicate operating within the Cularin system, referred to internally as the Organization, was established by the Hutt Riboga upon his arrival there. He quickly persuaded the Smugglers' Confederation to collaborate with him, and smuggling became a core activity of the Organization, alongside gambling, loansharking, and, beginning in 78 BBY, slavery. However, the Organization never managed to gain control over the local pirates.
In 53 BBY, Riboga lost his leadership of the Organization in a sabacc game to his majordomo, an unusual alien named Nirama. Nirama had manipulated Riboga into believing that the Cularin system's criminal ventures were no longer profitable. Consequently, Riboga accepted the loss without resistance, and Nirama took control of the Organization without any violence. Several members of Nirama's Organization conversing with their leader One of Nirama's initial actions was to eliminate the slave trade. This decision was not universally popular, as slavery had been a highly profitable enterprise. In 31 BBY, a group known as the Cell formed with the intention of overthrowing Nirama and reinstating the slave trade. However, Nirama, with the assistance of a network of spies, successfully dismantled the Cell before they could inflict significant damage.
The Organization's main operational hub was a base constructed on the largest asteroid within the Cularin asteroid belt. Additionally, several other asteroids in the belt housed bases utilized by the Organization.
