Once a prominent crime lord in the Cularin system, Riboga the Hutt was known by the moniker "Exalted Disgusting One." The first time he was addressed as such, he was amused; however, upon hearing it a second time, he demanded either a tribute or to be addressed as "Exalted Riboga the Hutt." Riboga held sway over criminal activities in the Cularin system from 110 BBY until 53 BBY, and then again from the time of the Clone Wars onward.
Having arrived in the Cularin system as an exile, Riboga swiftly gained control of the Smugglers' Confederation by 110 BBY. Subsequently, he established a thriving criminal Organization, primarily focused on smuggling, gambling, loansharking, and, from 78 BBY until his departure, slaving.
Riboga provided financial assistance to numerous smugglers to upgrade their ships, especially those who were less compliant. As an alternative to repaying the exorbitant interest, these smugglers could opt for a period of exclusive service to the Hutt, which effectively made them his indentured servants. This approach further solidified Riboga's control over the smuggling operations. Piknab Carsels, a Gungan ace starfighter pilot, became one of Riboga's pilots in Varna Biqua through this kind of arrangement, despite not being a smuggler initially.
When Riboga made the decision to reside part-time in the city of Tolea Biqua on the planet Genarius, a city he had commissioned, he also chose to restructure the local political power dynamics in a similar vein. By appealing to the avarice of the governors of the most influential cities, while ostensibly aiming to streamline control of Genarius, Riboga formed a Central Council to manage planetary affairs. This included negotiating new trade agreements with off-world entities and implementing a protection tax for the less significant cities. The Council comprised two representatives from each of Genarius's five largest cities, including Tolea Biqua. Initially, Riboga presided over the Council to maintain tight control, but once he was satisfied with the appointed representatives, he allowed them to elect their own leader.
Although Riboga was unable to completely eradicate the independent pirates within the asteroid belt, he gleaned valuable insights from their activities. Seventeen years after his arrival, he commissioned the construction of a clandestine asteroid headquarters for use in criminal ventures. The base, which took 2 years to complete, was both functional and lavishly decorated. Subsequently, he ordered the creation of a second asteroid base to facilitate meetings with his smugglers, representatives from the Trade Federation, and other associates. Additionally, he established a mansion in Mikish on Cularin and an office in Tolea Biqua on Genarius. He also possessed a floating barge, where he employed Bez, an appointed waiter, to engage in repeated duels against creatures from across the galaxy. He also, at one time, owned several L80-series protocol droids, including L80-RC.
Hlisk Squin, a zoo owner based in the city of Bollin on Cularin, was among Riboga's business partners. Squin also smuggled slaves for the Hutt, using animal containers as cover. Other associates included Tchaw Fenn, a Bothan information broker residing in Friz Harammel on Genarius, and Lalo, a Twi'lek assassin and masseuse. Lalo initially worked for one of Riboga's lieutenants, but became a freelancer after Riboga killed her boss.
Due to his prominence on Genarius, Riboga was the primary contact when the Verga Mer Mining Company sought to expand its operations to the planet. Verga Mer attempted to negotiate directly with the less influential cities, and although Riboga did not take personal offense, he subsequently rejected all five of Verga Mer's audience requests.
Around 90 BBY, Riboga provided financial backing and resources, including droid laborers such as 4-KT, to the independent droid QS-2D to initiate its mining ventures on Uffel. QS-2D endeavored to persuade Riboga that it was acting as a proxy for its Twi'lek masters, but the masters had perished upon reaching Uffel, and QS-2D intended to establish itself as the master of a droid factory in Uffel's uninhabitable environment.
In 78 BBY, Riboga broadened his business scope to include slavery, which became his primary and most lucrative enterprise. The relative isolation of the Cularin system allowed Riboga to use it as a transit point for transporting slaves from the Core Worlds to the Outer Rim, always replacing the transporting smuggler in Cularin. Riboga also kidnapped some local Tarasins to use them as slaves, though to a lesser extent.
Beginning in 72 BBY, Riboga sponsored starship races through the space worm-carved tunnels of Eskaron, a moon of Genarius. This practice persisted for at least four decades. Riboga supported Likk Nibk, a Z-95 pilot, in these races, using threats against Nibk's life as a form of motivation.
At some point, Riboga placed a conditional bounty on the head of smuggler Nadin Paal: it would only become active if Paal ever left the Cularin system. The Bounty Hunters' Guild opted to monitor Paal and await any misstep on his part.
Ultimately, escalating expenses, primarily due to conflicts between his smugglers and various independent pirate factions in Cularin, coupled with the high cost of space travel within the system, led him to question the viability of continuing his operations. Nirama, his majordomo, overheard these discussions. In reality, Nirama had been embezzling funds, diverting profits, and manipulating the financial records to portray Riboga's business dealings as less profitable due to "additional expenses" resulting from Cularin's isolation. Despite Riboga's interrogations and executions of some of his subordinates, he was unable to trace the problem back to Nirama.
During their regular sabacc game in 53 BBY, Nirama wagered a quarter of a million credits against Riboga's Cularin operations and emerged victorious. Riboga accepted the loss gracefully, departing for Nal Hutta with only his money and a few of his most loyal followers.
Upon Riboga's departure from the system, he divested himself of many of his assets. Nirama acquired Riboga's mansion in Mikish, his office on Genarius, and both of his asteroid bases. QS-2D purchased Riboga's interests in Uffel. The local black market experienced a sudden influx of thermal detonators and heavy blaster cannons. Riboga's servant droids, including IT-O9, a torture droid, were sold to new owners who were unaware of any modifications Riboga had commissioned on the machines. He sold his barge to a pair of Hutt-hating Trandoshans that converted it into a casino creatively named Riboga's Barge, where they mocked the Hutt's customs and criticized Riboga's virility, as had not had any children at that point.
Riboga's influence on the Cularin system extended beyond his organization of its criminal underworld. Following his departure, the Central Council of Genarius began to evolve into the legitimate governing body it had always appeared to be, albeit while remaining focused on its own interests.
At some point, Riboga presented Velin Wir, the leader of the Metatheran Cartel in the Cularin system in 31 BBY, with a unique gift: a lightsaber that was proximity-linked to a minuscule thermal detonator implanted in Wir's chest. The precise nature of their business relationship remains unknown. Around 32 BBY, Riboga gifted a juvenile rancor named Bender to Nirama as a naming day gift, appearing to harbor no ill will for having lost their bet. Certain smugglers, such as Vel Pastar, who had worked under Riboga since his takeover in 110 BBY, remained in Cularin and worked under Nirama, even if they disliked his different approach to business. Other employees, like the cook Karlo, learned to avoid political issues under Riboga's regime and chose not to defy authority, whatever form it took.
